I have a smaller dog that will jump up in your lap and the pads on her paws are so rough that it scratches you. I have a lot of friends that have dogs and there dogs pads are not like this.
Is there anything that I can do to soften them ?

I wanted to do that for my dog and asked the vet who told me not to soften the dog’s paws with creams or anything because he needed the roughness to protect his feet. He said that if they were softened, the dog would have difficulty walking on rough surfaces, rocks, etc. I suppose it would be OK if he never goes out and then I would just use Vaseline and put little socks on his feet until they get softer. I am sure other people have had the same problem and must have some solutions that will work for you.

There are various paw balms out there meant to moisturize paw pads:

Also, “udder balm” or “bag balm” can also be used to help moisturize and condition pads.

Be careful when choosing and applying a paw balm - make sure that the ingredients are all non-toxic, as the dog will likely lick at least some of it off. Also, be careful of smooth surfaces (tile, pergo, hardwood floors) after application because it will make the pads slippery until it soaks in. Plus, if the dog goes running around after you put it on, they will track it all over the place.

I tend to wait until my dog is sound asleep, then put balm on one of her paws. I only do one paw per night/nap, because we have a lot of pergo in the house and I don’t want her to do the “Bambi on ice” thing.

Well, we need a little more detail. Is your dog outside alot? If so, then don’t do anything! We have shoes to protect our feet–they need tough pads to reject anything from penetrating into their feet. The pads ARE the soles of their feet, their protection from everything. Its like taking your soft baby skin bottomed feet and throwing you in the woods to walk around-ouch! Most dogs feet have hard pads. Now, if your dog is an inside dog and only goes outside to relieve himself then that is different. You could try some vaseline, or just regular lotion. We used it on our dogs hundreds of times, and they like the attention.

They should not be that rough they will ***** the pads and she won’t be able to walk on them. spray some water on her pads then put some Vaseline on her pads then put some baby powder on them. that should soften the up so they don’t scratch you but she can still walk on rough stuff.
